The European Minifootball Federation (EMF) is pleased to announce that it will host the WMF Continental Referee Seminar, organized in cooperation with the World Minifootball Federation (WMF).
The event aims to provide education, evaluation, and licensing opportunities for referees at both national and continental levels, ensuring consistent standards and continuous development across Europe.
Seminar Details
The Referee Seminar will take place online on 13–14 December 2025.
It will serve as an opportunity for referees to enhance their skills, gain official certification, and qualify for officiating at future EMF and WMF events.
Each National Federation is invited to nominate referees to participate in the course.
Licence Categories
Referees may apply for one of the following licences:
- N Licence (National Licence) – National-level certification
- C Licence (Continental Licence) – Advanced certification for referees with national or international experience
Please note that only referees holding a C Licence will be eligible to officiate at continental competitions such as the Champions League, EuroCup, and European Championship.
Certificates will be issued by WMF in cooperation with EMF (for the C Licence) or by the respective National Association (for the N Licence).

Participation fees:
- €50 for the N Licence
- €100 for the C Licence
The Referee Promotion Criteria document is available for download; allowing all candidates to review the requirements and determine which licence they are eligible to apply for.
Additionally, a CV Template must be completed and submitted as part of each referee’s registration.
Assessments and Tests
Referees applying for the C Licence will be required to complete two assessments: one physical and one theoretical.
- Physical Test:
Each participant must send videos of three physical exercises before the start of the seminar to referee@minifootball.com.
Demonstration videos are available on the official WMF website under the Referees section. - Theoretical Test:
The test will consist of 20 questions, with a passing score of 75% (at least 15 correct answers). - VAR Protocol Test:
An additional test evaluating the referee’s understanding of VAR procedures will include 10 questions, requiring at least 7 correct answers (70%) to pass.
Language and Procedure
All sessions and examinations will be conducted in English, the official language used by EMF.
Each referee must complete the registration form individually, and all applications must be submitted by the stated deadline.
Shared Commitment to Referee Development
The EMF kindly asks all National Associations to share this information with their referees as soon as possible.
This seminar represents an important step in strengthening the professionalism, education, and consistency of refereeing within European minifootball.
